An agricultural paper (13) to be made into pots (15) for raising seedlings is made up of a first layer (4) made chiefly of natural pulp and a second layer (9, 16) made of synthetic fibres having a basis weight of 3 to 15 g/m<2>, said first layer (4) and second layer (9) being joined to each other by the wet paper making process which intertwines the fibres of the two layers (10) at their joining interface. The second layer (9, 16) is formed by fusion bonding composite synthetic fibres of polymers having different plasticizing temperatures.
