PROBLEM TO BE SOLVED: To permit the movement of a facility user outside a predetermined area with a proper reason and to determine he/she is wandering when the facility user moves to the outside of the predetermined area without a proper reason, thereby performing appropriate management.SOLUTION: The wandering detection system includes: a time measuring section 15 for measuring a time from a timing when transmission information from a radio transmitter 20 is received by a second radio receiver 32 installed near an entrance of a staff work room located in a vicinity of a boundary point with an outside area in a permission area to a timing when the transmission information is received from the radio transmitter 20 by a first radio receiver 31 installed in the boundary point and a wandering determination section 16 for determining that a facility user is wandering in the outside area when the transmission information is received by the first radio receiver 31 within a predetermined time after the transmission information is received by the second radio receiver 32. Accordingly, when it is estimated that the facility user has gone into the outside area after stopping at the staff work room, it is not determined that the facility user is wandering.SELECTED DRAWING: Figure 1COPYRIGHT: (C)2017,JPO&INPIT【課題】正当な理由があって施設利用者が所定エリア外へ移動することは許容し、正当な理由なく施設利用者が所定エリア外へ移動するときには徘徊と判断するといった適切な管理を行うことができるようにする。【解決手段】許容エリア内で外部エリアとの境界地点の近傍にあるスタッフ業務室の出入口付近に設置された第2の無線受信機32で無線発信機20からの発信情報が受信されてから、境界地点に設置された第1の無線受信機31で無線発信機20からの発信情報が受信されるまでの時間をカウントする計時部15と、第2の無線受信機32で発信情報が受信された後、所定の時間以内に第1の無線受信機31で発信情報が受信された場合に、施設利用者が外部エリアを徘徊していると判定する徘徊判定部16とを備えることにより、施設利用者がスタッフ業務室に立ち寄った後外部エリアに出たと推定される場合には、施設利用者が徘徊していると判定されないようにする。【選択図】図1
