The present invention relates to a cosmetic composition of silicone-in-water and water-in silicone emulsion types using a polyion complex with long-term stability with respect to external temperature changes. The cosmetic composition improves the function by adding a fat-soluble material to an existing polyion complex, show superior adhesion and application onto skin by applying spherical microbeads, enhances moisturizing performance, and expresses the application of a cosmetic material by being applied to a cosmetic formulation in a low concentration. The cosmetic composition is characterized by containing the spherical microbeads, silicone oil, silicone-based crosspolymers, and the polyion complex containing anionic hydrophilic polymeric materials and hydrophobic cationic monomers which are bonded by ionic bonding, in which a fat-soluble material is supported.본 발명은 기존 폴리 이온 복합체에 유용한 지용성 물질을 첨가하여 향상된 기능을 부여하고 구형 마이크로 비드를 적용하여 피부에 대한 밀착감 및 사용감이 우수할 뿐만 아니라, 보습력의 향상과 화장품 제형에 낮은 농도로 적용하여도 화장료 특유의 사용감이 잘 발현되는, 외부의 온도변화에 따른 장기 안정성도 양호한 폴리 이온 복합체를 이용한 실리콘 중수 및 수중 실리콘 유화형 화장료 조성물에 관한 것이다.본 발명의 화장료 조성물은, 음이온 친수성 고분자 물질과 소수성 양이온계 모노머가 이온 결합되고 내부에 지용성 물질이 담지된 폴리 이온 복합체, 실리콘계 크로스폴리머, 실리콘 오일, 구형 마이크로 비드를 포함하는 것을 특징으로 한다.
