An intravascular device (10) is provided having a catheter tube (30) and an expandable portion (32) including a plurality of struts (34A, 34B) capable of being moved between an open and a closed position. An incising element (36) and an abrasive surface (142) are provided on at least one of the struts (34A, 34B). The incising element (36) has a sharpened edge for creating an incision in, and the abrasive surface (142) is configured to abrade, atherosclerotic material located within a blood vessel when the expandable portion (32) is in the opened position.
