PROBLEM TO BE SOLVED: To provide a carbon fiber sheet for raising eelgrass seedlings, suitable for raising an eelgrass zone; to provide a carbon fiber sheet with the fixed eelgrass seedlings; and to provide a method for raising the eelgrass zone by using them. SOLUTION: The carbon fiber sheet for raising the eelgrass seedlings comprises a carbon fiber sheet and eelgrass seeds held on the carbon fiber sheet. The carbon fiber sheet is preferably a woven or knitted fabric or a nonwoven fabric of a carbon fiber. The carbon fiber sheet with the fixed eelgrass seedlings comprises a mat of the carbon fiber or the nonwoven fabric of the carbon fiber, and the eelgrass seedlings fixed by entangling the roots of the eelgrass seedlings with the carbon fiber in the mat or the nonwoven fabric of the carbon fiber.
