PROBLEM TO BE SOLVED: To allow an upper cover and a lower cover to be fixed easily and to allow a steering boot to serve also as a cover member concealing a fixing part of the upper cover and lower cover.SOLUTION: For fixing an upper cover 15 and a lower cover 16 on a cover fixing part 14a of a steering frame 14, notch parts (a first notch part 15a, a second notch part 16a) allowing a steering column 12 to penetrate therethrough are formed across the upper cover 15 and lower cover 16, the upper cover 15 is fixed on the cover fixing part 14a in the first notch part 15a formed on the upper cover 15 side, and also the lower cover 16 is fixed on the cover fixing part 14a in the second notch part 16a formed on the lower cover 16 side. In a steering boot 17, a steering boot body 17a covering the first notch part 15a and an extension part 17b extended downward from the steering boot body 17a and covering the second notch part 16a are integrally formed.SELECTED DRAWING: Figure 3
