PROBLEM TO BE SOLVED: To provide a cognitive function evaluation apparatus, a cognitive function evaluation method, and a program capable of obtaining a high precision evaluation result of a cognitive function in a short period.SOLUTION: In a cognitive function evaluation apparatus 1, a formant analysis unit 13 receives target data representing a temporal variation of instantaneous sound pressure of a specific phoneme contained in the voice of a subject person over a target period of time. The formant analysis unit 13 divides the target period into a plurality of frames and determines the frequency of a specific formant in each of two or more target frames. A feature analysis unit 14 determines a feature quantity of the frequency of the specific formant determined for each target frame.
