PROBLEM TO BE SOLVED: To provide an apparatus for filling a cosmetic suppressing the dispersion in hardness of the cosmetic which fills an inner dish of a compact case therewith, and to provide a method for filling.SOLUTION: There is provided the apparatus 4 for filling the cosmetic 3 in which the inner dish 2 of the compact case 1 is filled with a powdery cosmetic 3. The apparatus includes: a partition 13 for nearly evenly dividing the inner dish 2 a dishing means 12 for nearly evenly dishing the powdery cosmetic 3 in each division of the divided inner dish 2 and a pressing means 11 for compacting the powdery cosmetic 3 dished in the inner dish 2, and hardening the cosmetic 3.
