PROBLEM TO BE SOLVED: To provide a composition which is emulsion formed by combining hydrophilic liquid and hydrophobic substance, can be stably expanded from a laboratory scale to a mass-production scale, and can maintain stability when diluted.SOLUTION: There are provided a composition applied on skin, hair or external mucous membrane of human or animal, and a method for using the composition.
