PROBLEM TO BE SOLVED: To improve activity and durability of an electrode material used in a fuel cell, an electrolysis cell or the like.SOLUTION: An electrode material 10 of an aspect of the present invention includes an electrode catalyst 13 comprising an active catalyst 11 carried on a conductive carrier 12, and a porous inorganic material 14 covering a part of the electrode catalyst 13. A porous surface of the porous inorganic material 14 is modified by a basic functional group 15. The equivalent weight of the basic functional group 15 is 4 meq/g or more with respect to the porous inorganic material 14.
