A light source group 24 has a plurality of irradiating parts for irradiating the body to be photographed with a light of a second wavelength being longer wavelength than the first wavelength in respectively different directional characteristics. An LED controlling part 22 controls light outputs of respective irradiating parts of the light source groups 23 and 24 in accordance with the distance to the body to be photographed, and an image photographing part 26 forms a first image obtained by photographing the body to be photographed when the light of the first wavelength irradiates the body to be photographed, and forms a second image obtained by photographing the body to be photographed when the light of the second wavelength irradiates the body to be photographed. An image processing part 28 detects a skin region based on the result of comparison between the difference of the first image and the second image and the threshold value to be compared with difference.
