PROBLEM TO BE SOLVED: To provide a hair-transforming agent imparting good water-retaining properties and flexibility to the hair after treatment, and to provide a first agent for transforming the hair, constituting the hair-transforming agent.SOLUTION: The first agent for transforming the hair, usable for the hair-transforming treatment in combination with a second agent for transforming the hair containing at least an oxidizing agent formulated therewith, is obtained by formulating (a) cysteine or a derivative thereof, (b) an amine oxide, (c) an ampholytic surfactant except the amine oxide, (d) a nonionic surfactant, (e) a higher alcohol and (f) water.
