PROBLEM TO BE SOLVED: To reduce working time and costs, which are required when a growth base is spray-created in partial sections of bare ground such as a slope face, and to enhance safety and disaster prevention by preventing a collapse of sediment etc. SOLUTION: After a sheet or a mat body 14, through which at least a root system of a plant seed can pass, is installed in a section corresponding to a bare ground section 12, the growth base 16 is spray-created in a base creation section 13. In this case, the growth base 16 is spray-created in such a manner that a lap part 17 is formed at the end of the sheet or the mat body 14, which is installed in the bare ground section 12. A bottom face part of the sheet or the mat body 14 is a netlike body of fine mesh or a nonwoven fabric, and a front face part is a netlike body of coarse mesh.
