PROBLEM TO BE SOLVED: To provide a system and a method that control energy grant to tissue by using a measurement value of impedance.SOLUTION: The impedance correlates with temperature, and can be set to an intended level such as the ratio of initial impedance. Setting impedance can be a function consisting of the initial impedance, sizes and intervals of electrodes, size of a target pipeline, and the like.
