PROBLEM TO BE SOLVED: To provide an inexpensive member which is capable of efficiently removing contamination and various germs in water and air by a photocatalytic effect.

SOLUTION: The cutting flake of a titanium material is characterized by using a cutting flake 1 that is obtained by cutting the titanium material as a material and having a titanium dioxide film 5 formed on the surface by heating the material in an inert atmosphere and then cooling the same. The titanium dioxide film 5 is not formed by adhering the powder of titanium dioxide with an adhesive, but is prepared by oxidizing the surface of the cutting flake 1. Therefore, it can not be stripped or dropped.
