PROBLEM TO BE SOLVED: To provide a method for reinforcing beet paper cylinder seedlings causing neither damage nor break at a high-speed transplantation. SOLUTION: In a beet paper cylinder for transplantation for raising a seedling, soil 1 is formulated with peat-moss to prepare a traditional bed soil 3, which is mixed with a soil solidifying agent 4 obtained by formulating fly ash as a main component with a hydrated mineral material to prepare a bed soil 5 for a paper cylinder. The bed soil 5 for the paper cylinder is packed by an impact soil packing machine 7 into the beet paper cylinder for transplantation unfolded by a paper cylinder unfolding base 6. The beet paper cylinder for transplantation packed with the soil is reversed and a seed is sowed in the soil by a seeding tool 8 and a seedling is raised during fixed days to give a paper cylinder seedling 9 for transplantation. The bed soil 5 for paper the cylinder is packed into half the beet paper cylinder for transplantation, the traditional bed soil 3 is packed into the remaining half the beet paper cylinder. Similarly, a seed is sowed in the soil and the seedling may be raised.
