The present invention is aiming to provide a cosmetic-impregnated sheet having a moderate adhesion, a predetermined anti-vaporing ability, a good flexibility and a subordinate ability to the face, and to provide its effective producing method. Thus, the present invention relates to a cosmetic-impregnated sheet which is composed by laminating of a fiber layer for impregnating cosmetics and a hydrophobic film for preventing the vaporization of cosmetics, and its producing method, wherein the heat-boding part is partially provided on the laminated fiber layer and the hydrophobic film, the through hole is provided at the heat-boding part of the hydrophobic film.
