PROBLEM TO BE SOLVED: To provide a particle beam treatment device which emits an electric-charged particle beam having small beam size by a scanning method to improve radiation-dose concentration to an irradiation target, and an energy modulation device used for the same.SOLUTION: A ridge filter 7 used for a particle beam treatment device 10 which transfers the electric-charged particle beam taken out from an accelerator 1 by a beam transfer line 2, and emits the beam using scanning electromagnets 4, 5. There are provided a plurality of unit structural bodies 7a having a stair-like steps on a side face 7c, the unit structural bodies being directed in the same direction and provided densely on the same plane with bottom surfaces 7d thereof being adjacent to each other.
