PROBLEM TO BE SOLVED: To provide a liquid cosmetic preparation suitable for liquid cosmetic applicators in which a brush tip or a pen core is used as a means for application and that has satisfactory water resistance and excellent adhesion to the skin, gives a matte feeling with no glittering, and is suitable for eye liners, eye brows and the like.SOLUTION: A liquid cosmetic preparation to be housed in a liquid cosmetic applicator in which a brush tip or a pen core is used as a means for application comprises carbon black, water, 0.5-5 mass% of a dispersant that comprises a film-forming resin, 2-15 mass% (on a solid basis) of a film-forming agent, 0.5 mass% or less of a surfactant, and xanthan gum or a (hydroxyethyl acrylate/sodium acryloyldimethyltaurine) copolymer as an ingredient that produces a matte effect.
