PROBLEM TO BE SOLVED: To provide photovoltaic power generation and greening panels which are jointly laid on an installation surface such as a roof floor, roof, or wall surface of a building to the utmost limit, maximally generating power with most effective landscape design.SOLUTION: Photovoltaic power generation and greening panels 1 comprises a light transmitting photovoltaic power generation panel 2 which has a plurality of solar battery cells 21 arranged to allow light to pass therethrough and electrically connected and is covered with a transparent synthetic resin material 22, and a greening panel 3 which has a planting layer planted with green plants 31. The photovoltaic power generation panel 2 and the greening panel 3 are installed on an upper stage and a lower stage, respectively on an installation surface for the power generation panel 2 and the greening panel 3.
