The present invention involves a flexible dissolvable patch, comprising (i) a plurality of microneedles (40) that is made with dissolvable and hard materials, and (ii) a flexible substrate (50) made with non-dissolving and soft materials on which the microneedles are disposed. In particular, the flexible substrate (50) may be made from a tacky silicone gel to provide a natural adhesion to the substrate (50) to further provides self-sealing function so that the drug or dissolving substance which are delivered into the skin are sealed to prevent them from coming off the skin or getting contamination from the environment.
