PROBLEM TO BE SOLVED: To provide an image generating device capable of reducing distortion of a tomographic image caused by alignment eccentricity between measuring light and an object to be examined.SOLUTION: An image generating device includes: acquisition means 191 capable of acquiring tomographic data of an object to be examined that is acquired by performing optical interference tomographic imaging of the object to be examined by using measuring light eccentricity amount acquisition means 193 acquiring an eccentricity amount with respect to the object to be examined of an optical axis of the measuring light and generation means 192 generating a tomographic image by using the acquired tomographic data.
