An orthotic pad structure contains a pair of bodies (10), each including a raising portion (12), the raising portion (12) including plural hollowly flexible portions (17) and four supporting portions (15), between the inner peripheral side of the each flexible portion (17) and four inner surfaces of the four supporting portions (15) being defined a closed hole (16), each body (10) including two wings (11) and an external portion (14) defined on a distal end (13) of a bottom surface thereof a pair of heel pads (20), each being semi-circular and having a thicker section (21) and a thinner section (22), the pair of heel pads (20) being connected with two external portions (14) of two distal ends (13) of the pair of bodies (10), wherein two thicker sections (21) of the pair of heel pads (20) are formed on two outer rims of the pair of bodies (10), the pair of heel pads (20) include two first connecting portions (A) in the form of a hook and loop fastener.
