The present invention relates to an iontophoresis injection device and injection method, which monitor an injection state by calculating load resistance and biological specific resistance values of a person being operated on, and which control the injection of medicine. The iontophoresis injection device comprises: an electrode unit having a plurality of iontophoresis electrodes and a plurality of biological specific resistance measuring electrodes; a programmable current unit for adjusting the amount of the injected medicine by regulating an electric current supplied to the iontophoresis electrodes; an impedance sensing unit having a sensing mode for selectively calculating the load resistance value between the iontophoresis electrodes or the biological specific resistance value between the biological specific resistance measuring electrodes in order to monitor the amount of the injected medicine; and a control unit for controlling the programmable current unit by determining the amount of the injected medicine or the injection thereof on the basis of the load resistance or biological specific resistance value calculated by the impedance sensing unit.
