PROBLEM TO BE SOLVED: To provide an on-vehicle control device that can determine a drivers abnormality appropriately.SOLUTION: A driver monitor device 50 has image analysis means 60 and state determination means 70, and determines an abnormal state where a driver has trouble in driving a vehicle when the drivers behavior becomes abnormal during driving and such a state lasts for more than a predetermined determination time. A vehicle control device 90 determines that the vehicle indicates an unstable behavior during driving.
