PROBLEM TO BE SOLVED: To provide an electrostatic atomizing device washing down attached matter with low hydrophilicity like wax by water in a simple manner, and to provide a hydrophilizing device having the same.SOLUTION: The hydrophilizing device B is constituted by disposing the electrostatic atomizing device A increasing the hydrophilicity of the attached matter 15 by spraying charged fine particle water in a storage box 2 in which a treating object 1 having the attached matter 15 with low hydrophilicity on its surface can be arranged.
