PROBLEM TO BE SOLVED: To solve problems; a conventional scattering method of eel grass seeds in creating an eel grass bed is not effective just like sowing seeds on a wild field and the rate of growth is low affected by flowing out of the seedlings caused by storms, typhoons, tidal currents or the like before underground stems do not firmly fix to sand and mud after transplantation of the seedlings. SOLUTION: Eel grass is withered in summer but is held in a network structural body as underground stems and roots.
