Disclosed are a guidance system using a guidance robot and an intelligent guidance block, and a method therefor. According to one aspect of the present invention, provided is a guidance system using a control server and an intelligent guidance block. The control server comprises: a position sensing unit configured to sense positions of a guidance robot and a mobility-impaired person； a path generation unit configured to generate, when received a path guidance request from the guidance robot or the mobility-impaired person, an optimal movement path composed of IDs of a plurality of intelligent guidance blocks by considering the position of the guidance robot or the mobility-impaired person, sensed by the position sensing unit； a calculation unit configured to calculate an arrival time taken until the guidance robot arrives at a start guidance block of the optimal movement path； and a signal transmittance unit configured to transmitting, before a predetermined time from the arrival time, calculated in the calculation unit, an ON-signal to a guidance block corresponding to an ID of the intelligent guidance block on the optimal movement path generated by the path generation unit.
