PROBLEM TO BE SOLVED: To provide a method for improving a people's residence environment and working environment, and a raising environment for livestock and agricultural crops as an environment of anion predominance through supplying electron to dust coal layers 12 and 31e which are set underground to form a negative pole of a high electric potential in the underground, and emitting electron from the ground surface while keeping the ground negative. SOLUTION: This method for improving the environments comprises setting a coal facility part 1 each in a residential land 37, a livestock rearing land 42, a factory land 43, and a farmland 45, setting an electron supply part which has a solar panel 16 and a wind power generator 9, grounding the negative terminal of the electron supply part on the dust coal layer 12 of the coal facility part 1, and grounding the positive terminal on the ground surface 8a so as to make electron supply facility parts 2 and 10. In a land of a wide range, a plurality of coal facility parts 1 are each arranged at an interval of 30 m when viewed in a plane so that the coal facility parts 1 of arbitrary 3 bases adjacent to each other may form a nearly regular triangle when viewed in a plane, and the electron supply part is set in one base among a plurality of the coal facility parts 1 so as to make the electron supply coal facility parts 2 and 10.
