The present invention relates to a sound and vibration guide apparatus for a blind person whereby an NFC tag is disposed in a guide road and an RFID reader and a vibrator are disposed in a stick such that the guide road is detected by the NFC tag； deviation from the guide road is notified by the vibrator and a plurality of RFID tags are disposed at any positions on a movement path to store and provide guide information, including an antenna disposed in the stick for a blind person to access the RFID tag in a non-contact wireless transmission/reception manner； and a portable guide device that reads the RFID tag information through the antenna and converts the information into a sound signal based on the information for sound guide. The voice guide device is configured to output sound using an earphone, charged power supply is configured to be used such that the blind person can safely move along the guide road disposed on a walking road, and can obtain necessary direction conversion information by listening to the sound guide by the RFID tag information.본 발명은 시각장애인용 음성및 진동안내장치에 관한 것으로서, 유도로에 NFC태그를 설치하고, 지팡이에 RFID리더기 및 진동자를 설치하여 상기 유도로를 NFC태그에의해 감지하게 함과 아울러 진동자에 의해 유도로이탈을 알리도록 구성하며, 이동 경로 상의 임의의 위치마다 안내 정보를 저장하여 제공하기 위한 복수의 RFID태그를 설치하며, 상기 RFID태그를 비접촉식 무선 송수신방식으로 액세스하기 위하여 시각 장애인용 지팡이에 설치되는 안테나와； 상기 안테나를 통해서 상기 RFID태그 정보를 읽고 그 정보에 의거하여 해당정보를 음성신호로 변환하여 음성 안내를 하는 휴대용 안내장치로 구성하되, 음성안내장치는 이어폰을 이용하여 음성출력을 하도록 포함되며, 충전 전원을 이용하도록 구성함으로써, 시각장애인이 보행로 상에 설치된 유도로를 따라 안전하게 이동함과 아울러 RFID태그 정보에 의한 음성안내를 듣고 방향전환이나 기타 필요한 정보를 취득할 수 있게 된다.
