A material may be infused with a fragrance around a charging column of a collar. The collar may be positioned between a base and a cap. An insertion section may include electrodes effective to receive and conduct an electric current from an electric source. The base may include a fan mounted to the base. The cap may be attached to the collar. The cap may have a ring shaped cross section and may be effective to secure the material infused with the fragrance to the collar. Electric current may be received from the electrodes and may be effective to operate the fan.
