PROBLEM TO BE SOLVED: To provide a means for realizing defocusing effects, hardly reducing the effects even in a dosage form containing a liquid carrier such as an emulsion system and a solvent system.SOLUTION: The external preparation for the skin comprises a polymer powder obtained by cutting a fiber having a flat cross section having recessed parts in one or both of two flat faces to a length 0.5 to 2 times that of the flat cross section in the longitudinal direction. The flat cross section in the flat cross section fiber is preferably in a shape obtained by linearly joining two or more same circles. The diameter of the same circle is preferably 1-20 &mum, and the cross section is preferably formed by the three to eight same circles.
