A central tube (1200) has a distal edge profile comprising one or more surface segments. One of the surface segments includes a second electrode (1205). The central tube (1200) is slidably disposed within the outer tube (1105) and positioned such that second electrode (1205) opposes at least a portion of the first electrode (1130). A cutting tube (1300) is slidably disposed within the central tube (1200) and includes a cutting edge.
