The purpose of the present invention is to provide a bio-activation control device, which blocks a thermal effect which is fatal to bio-activation by an oscillator having a frequency of 0.001-20 kHz, which is an acoustic range, a frequency of 20-1,000 kHz, which is a low frequency ultrasound range, and a low intensity of 0.01-900 mW/cm^2 and a vibration unit having a double structure and controls smooth activation of a cell and an enzyme in a body due to non-thermal effects so as to be applied to bodies of humans, animals, plants, insects, birds, and the like.
