The present invention relates to a system and a method to reuse hot wastewater and carbon dioxide. The system to reuse carbon dioxide according to the present invention comprises: a fan coil unit collecting exhaust gas discharged from an exhaust gas discharging facility to cool the same； a purifying device purifying carbon dioxide from the collected exhaust gas using a membrane separation technology； a first supply unit supplying the purified carbon dioxide to a greenhouse； a heat exchange means recovering heat of the hot wastewater discharged from a hot wastewater discharging facility and the discharged exhaust gas to exchange heat with a first heat medium； a heat pump heating a second heat medium at high temperatures through the heat exchange with the heat-exchanged first heat medium； and a second supply unit supplying the second heat medium heated by the heat pump to the greenhouse while allowing the second heat medium to be circulated.이산화탄소 및 온배수 재활용 시스템 및 방법이 개시된다. 본 발명에 따른 이산화탄소 재활용 시스템은, 배기가스를 배출하는 시설에서 배출되는 배기가스를 포집하여 냉각시키는 팬 코일 유닛부, 상기 포집된 배기가스에서 멤브레인 분리막 기술을 이용하여 이산화탄소를 정제하는 정제 기기, 및 상기 정제된 이산화탄소를 온실에 공급하는 제1 공급부, 온배수를 배출하는 시설에서 배출되는 온배수 및 상기 배출된 배기가스의 열을 회수하여 1차 열매체로 열교환을 일으키는 열교환수단, 열교환된 1차 열매체와 열교환을 통해 2차 열매체를 고온으로 가열하는 히트펌프 및 상기 히트펌프에 의해 가열된 2차 열매체가 순환하며 온실에 공급하는 제2 공급부를 포함한다.
