Disclosed is a method for reducing or preventing clinical signs caused by Mannheimia haemolytica in cattle comprising administering an immunomodulator composition to the cattle, wherein the immunomodulator composition comprises: a. a cationic liposome delivery vehicle； and b. an isolated bacterially-derived nucleic acid molecule comprising a DNA plasmid that does not code for an immunogen, which is produced by Escherichia coli, wherein the immunomodulator composition elicits a non-antigen specific immune response.
