PROBLEM TO BE SOLVED: To provide a method of manufacturing a stretchable paper sheet, capable of cutting of a stretchable member without risk of sheet breakage, and also capable of improving air permeability.SOLUTION: The method of manufacturing the stretchable sheet is characterized as follows. A plurality of threadlike stretchable members 920 are arranged parallel at intervals between upper and lower sheets 910 and 930 in the stretched state to make a laminate 940. The laminate 940 is passed through between a first roll 950 having a surface on which many cutting protrusions 951 are formed, and a second roll 960 facing the first roll 950, while the laminate 940 is stabbed with the cutting protrusions 951. Hence, at least some of the plurality of stretchable members 920 are cut in at least part of their longitudinal direction, and a processing of hole forming of the sheet is performed.
