PROBLEM TO BE SOLVED: To provide a novel microemulsion formulation that has excellent stability and retrains moisture well.SOLUTION: A microemulsion contains (A) a surfactant with a clouding point of higher than 60°C and an HLB value of 10-14, (B) a surfactant that is alkyl ether, alkenyl ether or fatty acid ester of polyhydric alcohol, excluding (A), and (C) an oil solution, excluding a C10-20 higher alcohol that is liquid at room temperature.
