A web comprises a non-elastic fibrous sub-layer and an elastic sub-layer which are pre-combined. In a repeating sequence defining a pitch length 130 along the lengthwise machine direction of the web it has a cross-machine direction width which in a first region 135 is narrower than in a second region132, 138. The web is stretched in a stretching gap 140 between a second roll 120 operated a constant out-feed speed and a first roll 110 operated a constant speed lower than that of the second roll or a speed. Alternatively, the first roll may be operated at a speed which is oscillating between: a lower speed and a speed equal to the outfeed speed, or; a lower speed and a higher speed than the outfeed speed such that the integral of the first roll speed over a pitch length is less than the corresponding integral of the speed of the second roll. The web is stretched more in the narrow regions 135 than in the wider regions 132, 138 The web may be used to produce hygiene articles such as baby diapers or adult incontinence articles.
