SOLUTION: A nonionic surfactant having HLB of 9 or more as a foam forming agent, 1,3-butylene glycol, glycerin and a heparin-like substance are contained, and the total content of polyhydric alcohol is 10% by mass or more. And a composition in a solubilized state capable of forming a foam by the screen former.
