PURPOSE: A biodegradable water-repellent emulsion composition is provided to manufacture a wrapping paper or bag for vegetable and fruit with excellent water repellency, water resistance, and air permeability. CONSTITUTION: A biodegradable water-repellent emulsion composition contains 10 to 20 wt% of a biodegradable polymer, 30 to 40 wt% of a solvent of the biodegradable polymer, 10 to 20 wt% of an emulsifier, and 20 to 40 wt% of water. Also, a manufacturing method of the biodegradable water-repellent emulsion composition comprises preparing a biodegradable polymer solution by mixing 10 to 20 wt% of a biodegradable polymer and 30 to 40 wt% of a solvent of the biodegradable polymer； and preparing an emulsion by mixing 10 to 20 wt% of the biodegradable polymer solution with 10 to 20 wt% of an emulsifier and 20 to 40 wt% of water.본 발명은 생분해성 고분자 10~20중량%, 상기 생분해성 고분자의 용제 30~40중량%, 유화제 10~20중량% 및 물 20~40중량%를 함유하는 것을 특징으로 하는 채과용 생분해성 발수 에멀젼 조성물, 그 제조방법 및 용도에 관한 것으로서, 이에 의하면 기존의 코팅재를 이용한 채과용 포장용지 및 봉지에 비해 발수성, 내수성 및 공기투과성이 우수할 뿐만 아니라 친환경적인 채과용 포장용지 및 봉지를 제공할 수 있게 된다.
