PROBLEM TO BE SOLVED: To provide a plant raising device intended for greatly increasing the controllability of a Peltier module and performing efficient control without uselessness. SOLUTION: The plant raising device comprises controlling the generated/absorbed heat quantity of the Peltier module 51 by ON/OFF time ratio (duty ratio) of a drive signal repeating ON/OFF and intermittently given to the Peltier module 51, and keeping voltage at the time of ON constant within maximum voltage to be fixed with the heat-releasing ability of the Peltier module 51.
