PROBLEM TO BE SOLVED: To provide a medical image processing apparatus, a therapeutic system and a medical image processing method each enabling a fluoroscopic radiation dosage to be reduced.SOLUTION: The medical image processing apparatus according to the embodiment comprises a calculation part and a detection part. The calculation part sets, for every pixel under consideration, a first region including two or more first pixels around the pixel under consideration, and a second region including one or more second pixels different from the two or more first pixels, for a fluoroscopic image obtained through fluoroscopy on the inside of a subject, and calculates the likelihood that the two or more first pixels are closer to one another and the values of which become larger as the pixel values of the two or more first pixels and also the pixel value of the one or more second pixels are farther apart from one another.
