A male reflux valve (10) for use with an IV line is disclosed. The valve is configured to connect to a container or the like to preclude fluid from escaping therefrom unless and until the proximal body portion (16) of the valve is accessed by an access device, whereupon fluid is allowed to flow bi-directionally through the valve. The valve consists of a proximal body portion, a distal body portion (14), a core (42) or holder placed within the distal body portion, a valve element (40) or septum placed within the core to provide a seal. An actuator (46) placed within the proximal body portion is configured to engage with the valve element when the male end of the valve is connected to a female engaging member.
