To provide an anti-fatigue stepping mat making method for solving a problem in which massage convex granules cannot be supported independently in an existing stepping massage mat.SOLUTION: The present invention is related to an anti-fatigue stepping mat making method and the anti-fatigue stepping mat. The anti-fatigue stepping mat making method of the present invention is configured as follows: first of all, a protection outer layer is formed in the cavity of a metal mold； then, a massage block and a foaming elastomer are fixed by an inner layer and an outer layer for protection； independent installation and independent support of the massage block are achieved； and thereby a technical difficult problem such as all massage blocks/convex granules have to be fixed on a hard support plate in an existence technology is overcome.
