PROBLEM TO BE SOLVED: To provide a biometric information evaluating device and a biometric information evaluating method that enable difference between states to be known in a short measurement time with a small number of samples.SOLUTION: A biometric information evaluating device according to one embodiment of the present disclosure comprises a signal processing circuit. On the basis of multiple pieces of partial observation data which are included in each piece of observation data obtained by means of biometric observation for a prescribed period and have an observation period shorter than the observation period of the observation data, the signal processing circuit generates a characteristic value of a waveform being observed, for each piece of the observation data.
