PROBLEM TO BE SOLVED: To provide a liquid composition for skin care having both a refreshed feeling of use and moisturizing effect.SOLUTION: The invention provides a liquid composition for skin care and hair care obtained by compounding one or more polysaccharide thickeners selected from xanthan gum, guar gum, tara gum, locust bean gum, hydroxypropyl compounds thereof, water-soluble chitosan, and pectin to one of an electrolytic oxidation water or electrolytic reduction water obtained by electrolysis of water, or a mixed electrolytic water of the electrolytic reduction water and electrolytic oxidation water, without compounding fat and oil and wax except ceramide, and silicon and polyethylene glycol.
