To provide a fine particulate whisker-formed metal oxide or hydroxide and useful as a cosmetic.
SOLUTION: This polymer conjugate of a metal oxide or hydroxide is produced by a production method comprising processes of reacting a metal salt with an alkali in the presence of a water soluble polymer for forming the conjugate of the metal oxide or hydroxide with the water soluble polymer and then washing out other product than the conjugate with an aqueous alcohol and then drying. The form of the fine particulate metal oxide in the fine particulate metal oxide-polymer conjugate becomes a whisker form. As the water soluble polymer, a polyacrylic acid and/or its salt and a polymethacrylic acid and/or its salt or a polyvinyl alcohol are preferable.
