The present invention relates to a method to reinforce a slope using a vegetation soil bag including seeds coated with soil microorganisms of a spore state. According to the present invention, the vegetation soil bag including the seeds coated with the soil microorganisms of a spore state is used, thereby providing an advantage of efficiently performing vegetation in comparison with a construction method of spreading seeds after constructing a soil bag. Since a microorganism pack, which is made of a biodegradable material and sterilizes soil to increase a germination rate of seeds, is installed between the soil bags, the microorganism and an environmentally-friendly soil sterilizer inside the microorganism pack permeate into the soil bag by a coupling plate when the vegetation soil bag is constructed, thereby providing an effect of increasing the germination rate of seeds. Moreover, since a vegetation soil bag retaining wall is totally surrounded by a vegetation steel net, which is manufactured by weaving a steel net and a biodegradable net including the seeds coated with the soil microorganisms of the spore state, the soil bag retaining wall gets stronger and the coupling plate placed between the vegetation steel net and the soil bag is strongly coupled, thereby providing effects of preventing the vegetation from being lowered by the steel net and preventing a coupling force of the soil bag retaining wall from being lowered by a space formed between the soil bag and the steel net.본 발명은 스포어상태의 토양미생물이 코팅된 씨앗이 포함된 식생토낭을 이용한 사면보강공법에 관한 것으로, 스포어상태의 토양미생물이 코팅된 씨앗을 포함하는 식생토낭이 사용되므로 토낭을 시공한 후 씨앗을 뿌려주는 시공방법에 비해 효율적으로 녹화를 수행할 수 있는 장점이 있다. 본 발명은 토낭사이에 생분해성 소재로 제조되며 토양을 살균하여 씨앗의 발아율을 향상시키는 미생물팩을 포함하고 있어서 식생토낭의 시공시 결속판에 의해 미생물팩 내부의 미생물 및 친환경 토양 살균제가 토낭내부로 스며들어 씨앗의 발아율을 향상시키는 효과가 있다.또한, 본 발명은 철망과 스포어상태의 토양미생물이 코팅된 씨앗을 포함하는 생분해성 네트를 엮어 제조한 식생철망으로 식생토낭옹벽을 전체적으로 감싸므로 토낭옹벽을 더욱 견고하게 할 뿐 아니라 상기 식생철망과 토낭사이에 위치한 결속판이 단단히 결속되므로 철망에 의해 녹화가 저하되거나 토낭과 철망사이의 공간이 형성되어 토낭옹벽의 결속력이 저하되는 현상을
