PROBLEM TO BE SOLVED: To provide a control apparatus for performing heating control capable of suppressing overshoot of room temperature due to the influence of outside air temperature.SOLUTION: According to the present invention, an arithmetic processing unit 21 of a control apparatus 2 obtains a startup delay time by the use of the outside air temperature, the startup delay time being a time at which, from the startup of a heater 36 at the present time, the effect of a rise in temperature due to the activation appears in the change of room temperature. The arithmetic processing unit 21 predicts a future room temperature for startup after the startup delay time from the time of startup and obtains a stop delay time using the outside air temperature, the stop delay time being a time at which, from the stop of the heater 36 at the present time, the effect of a decrease in temperature due to the stop appears in the change of room temperature. The arithmetic processing unit 21 predicts a future room temperature for stop after the stop delay time from the time of stop.
